When programs or organizations fall short of their objectives,
it is usually not a matter of bad strategy; rather,
it is the result of inadequate execution.

Therefore, implementation is a key element of Ohio's efforts to build an early learning system for all of its children.

From Ideas to Impact:
It's All About Strategy

In July 2006, the State Board of Education accepted the School Readiness Solutions Group's recommendations and appointed a subcommittee to develop a detailed operational plan for implementation. The action steps included in the subcommittee's implementation plan, Giving Children a Chance, are grouped into three types of initiatives that produce results:

Research Initiatives: Relevant research, national and state models, best practices and current Ohio laws, regulations, policies, practices and resources will be reviewed and analyzed to set the stage for system design initiatives.
System Design Initiatives: Using research and best practices information, state agencies, strategic partners and stakeholders will assist in the development of standards, guidance, policy and in dissemination procedures to ensure coherence of local and state implementation of the early learning system.
System Change Initiatives: These actions signal operational change and implementation of system components leading to a fully functioning early learning system by 2020.
Desired Results: These results include outcomes that will benefit young children and their families, and that contribute to building a comprehensive early learning system.

Each of the 12 implementation strategies and related action steps has been linked to a specific set of measurable results, which will be tracked over time to assess the effectiveness of the implementation efforts. In addition, the Implementation Plan Subcommittee has identified action steps that will require focused feedback, legislation or funding (or both).
